The Latest in Learning Content Management Systems
How does new technology make the personalisation and contextualisation of learning materials possible? eXact Learning Solutions, an award-winning learning-content-management-solutions provider, shared its perspective at this year's Learning Technologies exhibition. eXact also showcased the latest version of its learning-content-management system (LCMS).
Version 10 of eXact learning LCMS, the latest one to be released, includes new additions like dynamic publishing, responsive XML, and template-based HTML 5 authoring and DITA support. All these features are an improvement on the previous model, a unique product that was awarded at the Best of Elearning! 2012.
Towards a Nordic Alliance for Open Education
The paper outlines the current situation of Open Education / Open Educational Resources in the Nordic country. We show examples and practices - based on expert workshops, we discuss barriers and necessary actions to overcome those. Open Educational Resources are discussed widely on a global, European and even Nordic level. UNESCO coined the term Open Educational Resources (OER) some 10 years ago and published in June 2012 a global agenda for OER, the Paris Declaration (adopted by OER World Congress). The Declaration shows the importance of Open Educational Resources and gives recommendations to governments and institutions around the globe. The European Union has started a large-scale initiative on “Opening Up Education" (http://ec.europa.eu/dgs/education_culture/documents/consult/open_en.pdf). Both the Nordic Council and the Nordic University Co-operation (NUS) will discuss OER in 2013.
These developments inspired a Nordic initiative on promoting and utilizing Open Education in the Nordic countries with a focus on creating a strong base for OER and Open Educational Practices (OEP) in the region, also with a global outreach in mind. The Nordic countries have the potential to become a forerunner in OEP and the use of OER activities in Europe:
1 The Nordic countries share many values related to education and technology development; the political and governmental institutions are quite similar and there is a tradition for exchange f knowledge and solutions between the countries. Focusing on a relatively homogeneous region llows the newly-formed group to come up with specific recommendations that can reach the ears of policy makers, be implemented in policies and practice, and be used in new project proposals.
2 Open Educational Resources could potentially be a change agent in schools as well as in universities and vocational education. Having OER as scope allows the group to use one strong prism to reflect the crossroads the educational systems have to navigate in the target countries.
In this document, we will briefly give an introduction to OER and reflect on the main recommendations as well as propose implementation actions for governments and institutions.

END 2013 Submissions Deadline Extended to February 28th
END 2013 - International Conference on Education and New Developments 2013 - is now accepting abstracts on a wide variety of topics until February 28th, 2013. The event will be held in Lisbon from the 1st through the 3rd of June.
END 2013 is currently accepting submissions on a wide assortment of themes pertaining to learning, teaching, and human development, up until the extended deadline of February 28th. The international event seeks to cover not only a vast range of topics, but also showcase diversity of countries and cultures, all in the pursuit of promoting growth in teaching, learning, and general education research methods.
The themes of interest outlined by END 2013 include development and innovation in the following fields: Teachers and Students, Projects and Trends, Teaching and Learning, and Organizational Issues. Encouraged submissions include oral presentations, posters, symposiums, roundtable/debate, workshops, and virtual presentations. Selected contributions will be published in a special collection of papers specific to the conference. Additional opportunities to publish in international journals will also be available.

The consistent demand demonstrated by applicants for the 2nd European Conference on "Learning Innovations and Quality" (LINQ) has encouraged the organizers at the University of Duisburg-Essen to extend the submission period for papers and project presentations until the March 4th, 2013.
The consistent demand demonstrated by applicants concerning the 2nd European Conference on "Learning Innovations and Quality" (LINQ) has encouraged the organizers at the University of Duisburg-Essen to extend the submission period for papers and project presentations until the 4th of March, 2013. LINQ, the leading annual European conference on learning innovations and learning quality, has already attracted submissions from throughout Europe, as well as Asia, America, and Africa. This year thus shows a continuation in the high level of interest which made LINQ 2012 such a successful conference in Brussels last year.
“We are pleasantly overwhelmed with the response to this year’s call for papers and call for projects,” says Christian M. Stracke, LINQ Conference Chair and international ISO Convener for learning quality from the University of Duisburg-Essen. “Through this extension we intend to even more greatly expand the diversity of both practical and theoretical approaches to the issue of digital repositories in lifelong learning, as well as learning innovations and quality.”
This year LINQ 2013 and its motto "Innovations and Quality: The Future of Digital Resources" addresses and invites experts active in the field of Innovations and Quality in Lifelong Learning (LLL). Potential points of access to this field include new learning methods and design, Technology-Enhanced Learning (TEL), quality standards and certification, human resources development, competences and skills, digital resources, learning materials, and online collaboration and communities.
The LINQ 2013 call for papers invites all experts and practitioners to contribute to LINQ’s dialogue through the submission of high-quality papers describing fully-developed results, on-going work or innovative concepts related to the following topics:
• Innovations and future trends in Learning, Education and Training (LET)
• Quality improvement and learning outcome orientation in LET
• Harmonization of innovations and quality development in LET
• Digital resources, online repositories and metadata for online objects
• Web 2.0, Social Media and Online Communities for LET
• Open access, open educational resources and user-generated content
• Technology‐Enhanced Learning for schools, universities and lifelong learning
• Learning quality in vocational education and training and HR
• Implementation of learning innovations and quality improvements
• Knowledge, innovation and ideas management in LET contexts
• Standardisation of LET design, production and services
• Quality management, standards, and certification in LET
• Competence and skills development in lifelong learning
• Quality and standardization of learning assessment and evaluation
Submissions of papers related to the conference (max eight pages) must be sent by March 4th, 2013, using the official LINQ template. All papers will be reviewed by the international scientific LINQ Programme Committee through double-blind peer review. Submitters will be informed of their acceptance by the 20th of April 2013. All accepted papers can be presented at the LINQ conference, will be published in the official proceedings of the European conference (with ISBN) and distributed to all conference participants as well as throughout Europe. Specific guidelines and requirements can be found on the conference website at www.learning-innovations.eu.
Attendance at the European conference "Learning Innovations and Quality" (LINQ 2013) is subject to a conference fee (early bird rate: 90 €, after 31 March: 150€) and requires registration through the LINQ website, as places are limited. The conference fee includes all provisions including a warm 3-course lunch, the coffee breaks, the conference bag, and the official conference proceedings. At least one author has to register for the publication of an accepted paper.

The Open University releases ROLE eBook
The Open University (OU) has produced an interactive eBook about ROLE, which provides an introduction to Personal Learning Environments (PLEs) and Self Regulated Learning (SRL).
A selection of widgets that have been developed by the ROLE project are also demonstrated. Readers have an opportunity to try these widgets through a set of interactive learning activities included in the eBook. The content of the eBook has been adapted from the ROLE online courses available in OpenLearn (http://labspace.open.ac.uk/course/view.php?id=7898 and http://labspace.open.ac.uk/course/view.php?id=7433).
The eBook is available for iOS devices (iPads and iPhones) and can be downloaded from http://projects.kmi.open.ac.uk/role/ibook/ROLE.ibooks. It will also be available soon on the Apple iBook store, published by the OU.

About EC-TEL
The European Conference on Technology Enhanced Learning (EC-TEL) is a unique opportunity for researchers, practitioners, and policy makers to address current challenges and advances in the field. Through EC-TEL, established and emerging researchers as well as practitioners, entrepreneurs, and technology developers explore new collaborations, strengthen networks, and complement their core experience. This year's theme is "Scaling Up Learning for Sustained Impact". We invite contributions for original research papers, demonstrations and workshops. A doctoral consortium will also be organized concurrently with the workshops. EC-TEL 2013 also offers the opportunity to host project meetings.

The aim of CICE is to provide an opportunity for academicians and professionals from various educational fields with cross-disciplinary interests to bridge the knowledge gap, promote research esteem and the evolution of pedagogy. The CICE 2013 invites research papers that encompass conceptual analysis, design implementation and performance evaluation. All the accepted papers will appear in the proceedings and modified version of selected papers will be published in special issues peer reviewed journals.
